You will be prompted to create New Year’s Jillian during part 1 of the Tardy to the Party quest line. She is freemium and you need to collect for her and have her unlocked before the end of the new year event (Jan 15th) or the costume will disappear from Al Harrington’s for good (well at least until next new year!).

He is required to complete the Love Changes Everything quest line through to the end, although you can get away with not purchasing him as it is only very brief after his purchase.
